The Oldham Mosques Council 2025 Survey Report presents a comprehensive overview of the experiences, services and challenges facing mosques across Oldham. Conducted in September 2025 with an 84% response rate from affiliated mosques, the survey examines governance, safeguarding, volunteer engagement, community services, charitable giving and wider social concerns affecting local Muslim communities.
The findings demonstrate that mosques continue to play a vital role in supporting community wellbeing through religious services, youth activities, safeguarding practices and charitable initiatives. The report also highlights the dedication of volunteers and mosque leadership in maintaining safe, inclusive and well-governed institutions despite financial and operational pressures.
Alongside these strengths, the survey identifies important challenges including public safety concerns, the impact of misinformation and Islamophobia, mental health issues, substance misuse and the need for enhanced training and organisational support. The report concludes with a series of strategic recommendations aimed at strengthening collaboration between mosques, local authorities, healthcare providers and Greater Manchester Police to improve resilience, cohesion and support across Oldham.
